What is the email address of AT&T support ? The chat with support is not working

AT&T does not do CS via email.  Chat is available intermittently.  You can post your issues here and perhaps someone (customer) will be able to offer advice or direction. 

If your issue is ongoing with no resolution, file a complaint with the BBB.  Those are handled by the Office of the President.

The only other resolution that Skeeter didn't mention is calling AT&T. 611 from your AT&T phone or 800 331-0500.

Yes, I understand I can dial 611 from my AT&T phone however I am not in the US at the moment and my AT&T phone is not working. There is a 2 Euro per minute charge to calling an 800 number from another country... if the chat does not work I need another way to contact AT&T

So you're in Europe. Are you a prepaid customer? If yes, did you check on which countries prepaid service can roam in?  And did you select the $35 add on which allows you to Rome for one week?

Prepaid roaming is very limited

If you are postpaid , did you add the $0 pay-per-use add-on and travel day pass before you left the USA?   Is your phone a world phone?  What country are you in?

Did you turn on Wi-Fi calling before you left the United States?

If all that looks good, have you power cycle your phone and looked in settings to select a local carrier?

What notifications are you seeing on your phone? No service?

If you did all of that, Wi-Fi calling in most countries in Europe would allow you to call the United States for free. The free number for travelers, from your AT&T phone is +1.314.925.6925

This is why giving all the information from the start is important. If you're a prepaid customer, chat is never going to work...it's not an option for prepaid customers. If you're postpaid, I'm pretty sure it's going to be blocked from foreign IP addresses. You could try to use a VPN from the US. 

Otherwise, you will just have to bite the bullet and call. 

You can also give us all the details and we might be able to help you solve the issue without AT&T's help.

I did not think it would be so complicated to contact AT&T support while traveling outside of the US... I thought AT&T was a global company. 

The details are - I do not have prepaid, I cannot access my bill because it is blocked like you said and I don't have a VPN from the US that I can access. I am not sure when I will be back in the US so I have a Europe phone as it is less expensive to use while here. I wanted to keep my number and AT&T plan by using the option to 'suspend' my account until I return. While discussing this with AT&T support resource using my AT&T phone the AT&T support resource suspended my AT&T number. I called AT&T back using my Europe number on the 800 line then found out later that the over 1 hour spent on the 800 number call I would be charged 2 EURO per minute. Now I have no way to talk to an AT&T support resource without paying a huge fee unless someone has a contact email or phone number at AT&T that is free to call from Europe.  

Basically I want to save my number, save my plan, and pay my bill and believe the only way to do this is contact AT&T support which I am finding is not easy to do from Europe without a charge.

Suspending your number was a mistake. Suspending a line does not suspend being billed for it and unless you specifically requested a reduced rate suspension, the reduced rate suspension only reduces the bill, not eliminate it. The call to the international support number would be free from your US number if it was not suspended.

I'd say call again and request you AT&T line be reactivated. Once it's reactivated, then you can call the international support number posted above to discuss billing and payment.
