They don't. The new cell booster will allow any At&t phone.
If they use another carrier they will have to use your Wi-Fi calling.

@tfwickie The Cell Booster (not the MicroCell, which is no longer operational) is an open system now. Any AT&T user who has a phone that meets AT&T's LTE requirements can access your Cell Booster if within range. They may have to turn off their phone, wait about 10 seconds, and then turn their phone back on so that the phone can register the Cell Booster as part of its cellular neighborhood.
