Phone Network Locked

My phone’s network is locked to AT&T, I have been trying to get them to unlock it. I have been sent to Samsung back to AT&T four or  five times, they even sent me to the New carrier I plan to move my service to! MY phone’s are paid for and they claim that all the devices are unlocked. I have waited four days and I still can’t use my phone. When I logged on to my At&t account it has been deleted off my account but I see my other two lines are still their! My number is the primary number, so how did that happen? and my phone is still block to the network and my other phones still show up on my At&t account. One line haven’t even received the new SIM card for the other carrier to be activated? With that being said How can I get this MCK code to unblock my phone? Who is the one that need to figure it out or give me a new device>

If you used AT&T unlock portal it provides you with the only unlock code related to your IMEI which was provided to AT&T by Samsung.

https://www.att.com/deviceunlock/

If you have entered the number incorrectly too many times, the phone is permanently locked.  AT&T does not owe you a new phone and will not give you a new phone.

Samsung cannot provide you with the mck code in AT&T does not have it.

The only way to get the code is to pay an unlocked service to provide it to you.
