Landline Phone Troubleshooting

I have a AT&T DLP73390 3 handset connect to cell answering system. I would like to access the voicemail from a remote location. How do I do that?

We have a new BL102 phone and we would like to make it possible for anyone to call us. SCB has been set to ON which is supposed to do that, but it doesn't seem to work.  Help.
