Landline Phone Troubleshooting

I have replaced my old equipment with a new one sent by AT&T. Although everything seems to be connected correctly, the landline phone is not working.

I was told someone will pick up phone in 15 minutes I have been on hold for 1 hour 45 minutes no one has picked up

Incoming calls do not ring. Caller hears message, this number cannot receive calls. Then goes to voice mail. I have rebooted router. Rebooting router does not fix the issue.
