I can't find how to register to receive my free 3 year wifi plan

​I am unable to access my ATT account. The only verification method I am provided is sending a code to a phone number that I cannot access because my Sim has been blocked. I dont understand why there is not any other way I can verify my account, through email, DOB or payment method, or anything else

I am wanting to get an accessory on an installment plan but the item either isn't carried in store, or none of the stores in my area have it in stock. Is there a way to either have it ordered and then purchase it on installment when at the store, or buy it online and get it on installments?
