If you can’t pay the balance you owe then you can’t get service restored.

Sorry but once your service is disconnected due to nonpayment the only way to get it back is to pay the entire balance plus any late fees.
For future reference, payment arrangements can be made BEFORE service is disconnected.

Once suspended you have to pay to a zero balance.
