after submitting a payment my confirmation said submitted 2 payments. How do I stop one of the payments?

We can definitely assist you with canceling this payment. You can Learn how to cancel a pending or duplicate payment here. If your online payment has not yet been processed and is pending and your account status permits, you can delete it:
If it's pending, there will be a Delete link next to it to cancel the payment. If there is no Delete link, either the payment has already been credited or has special handling. If needed, select Make a Payment to make a new payment. If your payment has already been processed please call us to resolve the issue.
