Does the person in the US get charged for calling someone from the US is out of the country and is on the International Day Pass? Also, do they get charged for texting that person?

No, you aren’t charged anything extra to call or text them. Only the phone that is roaming pays international rates. To you it’s the same as if they were in the US.
