I was scammed
I saw AT&T still had their "any year any condition" deal going on with Samsung and I decided walk into an AT&T store to trade in an old Galaxy S3 for $800 credits which went great. I decided to use the credits to get an S22 and I was told by the manager there was a promotion going on where I can get the Galaxy Buds 2 for only $15 with my S22. So I agreed to the deal and ended paying tax for the S22 + $15.
However, my father eventually saw on his account statement that he was being charged $12 monthly for those earbuds. He called customer service about this and was told that such promotion didn't exist. We then went into the store and talked with the manager again, in which he told us the credits would apply to the earbuds but I already paid $15 upfront!? We wanted to return the earbuds but those $15 would go in as a restock fee meaning I can't get my money back. Both customer service and the manager we spoke to told us that they cannot do anything about this.
I understand $15 isn't much but this whole situation could have been avoided if we were not lied with a fake promotion.. Anyways we are now switching to T-Mobile.

So this is your grandfather's account, he's going to be on the hook for the cost of the phone as well as the Galaxy buds which aren't returnable after 14 days.
Of course you paid something up front, you pay something upfront on every device because sales tax is required based on your state law. Credits on discounted or free devices. Devices don't start for 3 months. All this information is available online

The Pixel buds pro are $200 earbuds. Is the sales tax in your state seven or seven and a half percent?
AT&t does not sell anything at a reduced price flat - there would be some kind of installment. Which is what appeared on your bill. It's the same as with your phone deal.
You should have received paperwork with your cell, what does it show?

Not relevant to the answer:
At&t does not sell anything for a flat discounted amount. (Especially not 85%)
It doesn't matter whether it's a $100 item or a $1,000 item. Anything that is discounted is sold with Bill credits or a long-term obligation. Which is what shows on the bill.
Again, read your paperwork
And I'm not saying you weren't lied to.
But I am suggesting you not make it so easy in the future because no service provider gives away free stuff without a catch
