Lea su factura.  Especialmente el informe de uso, que le indicará exactamente qué tipo de uso se produjo.

Improper billing

In April, international business day pass 10.00

es May international day pass for business 40.00

In June pass international business day 8:00 p.m.

In August pass international business day 10.00

AT&T does not know you're even out of the United States unless you connect to a foreign tower and use service.

I live in Argentina and I don't use the service here, why do they bill me if my phone is turned off?

Clearly your phone is not off if it is your phone and line that is incurring charges.

Read your bill. Especially the usage report which would tell you exactly what sort of usage occurred.   You should be reading your bill every month. You're still paying for service even if you're outside of the United States for an extended period of time.

and do not travel to the USA in those months

Well, why would you be charged in the USA?   You wouldn't be charged if you were inside the United States because it wouldn't be roaming.
