credit refund
closed my account with AT&T in January with 632.89 credit in my account. In my Februay 26 to March 25 billing my 632.89 for Wireless-Misc immed OTC-No Tax Mar 18. Is that AT&T's way of saying we're stealing your money on a closed account?

OK, that's it. You weren't given a credit to remove any charges on your bill to correct an overbilling. It sounds like you received a credit as a courtesy since your trade in wasn't available for the promotion and there is no way to send it back to you.
Since you left, AT&T is no longer going to give you a courtesy credit, so it was removed.

if it wasn't a good trade-in how come I wasn't told that at the time. Didn't they know what would accept? All lies.

AT&T probably lost your trade-in phone, so to compensate you oh, they took your word for it that you did trade in the phone and they gave you a courtesy credit of $632 in order to keep you as a customer and you quit at&t anyway. So yeah they took back the courtesy credit.
You void the deal if you don't stick around for 36 months. It sounds like you didn't stay very long at all.
