Bill reprints with detailed bill that includes usage from 2009

I need bill reprints with detailed bills including usage from 2009 to around 2014. I previously received a letter stating I could request this with for a fee. Who do I need to contact to obtain this information? I contacted 800-288-2020, both the representative and their supervisor state they do not have authorization to go back further than 2021 and suggested I do a live chat. I would appreciate any direction or thought.
