ATT won't unlock my device. Fully paid but account canceled

I canceled my ATT service.

My final bill was paid in full. I even have a 45 ¢ credit on the next month.

I tried the online unlock thing. It says "We can't approve your unlock request"..."You have a past due balance "

I click make a payment in that email, it says "Sorry, we can't accept a payment on accounts with no balance due."

Until a final bill is printed and the next cycle runs, it will show that you are past due even though you don't owe anything. Once service is canceled, it usually takes 2-3 months before the account clears and phones can be unlocked.

What about this 60 business? I've read multiple different claims.

Must the device be active on ATT for 60 days? Or is it unlocked as long as it's paid off?

The ATT unlock website says an active number for 60 days. 

The device was paid off 30 days ago, it was on the ATT network for maybe only 3 weeks. ATTs unlock site tells me the IMEI is locked out for 30 days now after attempting too many unlock requests.

Its running on T-Mobile with an xda trick but each OS update I'm afraid it's gonna relock itself. A couple weeks ago I tried the T-Mobile device unlock app and it reported it will automatically unlock after 30 days.

The requirements for unlocking are on the site you go to to request an unlock, so you should have seen this each time you attempted: The wireless number assigned to the device must be active for at least 60 day

That wireless number assigned to the device was active for 5 years.

Locking someone out, for 30 days, for following their directions, seems kinda outrageous. I'm paid up, they owe me for the last months overcharge. I'll try call, talk to a person before I file a FCC complaint

Since you are getting the message that your account is past due, we recommend waiting for the revised final bill to generate to submit another request like our ACE MicCheck, suggested. 

 

For paid off early devices: The wireless number assigned to the device must be active for at least 60 days. Wait 48 hours after you make your final payment to submit your unlock request. Review other device unlock eligibility requirements before submitting a device unlock request since the requirements have to be met for your device to be unlocked.

5 months later, after hours of phone calls, online chats, and a FCC complaint. They unlocked it.
