No help at all
My Phone is in this unknown’s person name I called and they couldn’t help. They sent me a fraud link that doesn’t help my situation. I’ve been paying this phone for over a year and need proof of it because I have cancer and need help paying my bill. Who do I call,text, email etc for this.

If You own an AT&T account in your name and an additional phone and line has been added that you are paying for but did not order or ask for that would be fraud on your account.

There is no assistance if you are on able to pay your bill for medical reasons. At least not from AT&T.
AT&T does not do customer support via email contact.
What sort of contact have you had with AT&T so far other than filling out a fraud report?
I think the reason you're not getting help is no one understands what the problem is. You certainly didn't explain it very well in your first post
