They are 3rd party retailers. AT&T will only honor what’s advertised online

So they can represent themselves as AT&T employees. When asked if a third party they can lie. They send in writing quotes and offers and then after signing up and 14 days later not honor it and AT&T won’t do anything. Scam.

Not necessarily. Unless ATT has ended it, they do or did have ATT employees acting as In Home Experts. @KenKnapp There is no way to contact their management directly but you can escalate to corporate by filing an FCC or BBB complaint.
