Getting error while upgrading an existing AT&T line from Samsung.com

Getting error while upgrading an existing AT&T line from Samsung.com. Error is on AT&T sign in page during checkout.

After selecting device and selecting service as AT&T On Samsung.com it askes

"Do you have an AT&T account?"

"Sign in to Your AT&T Account"

After clicking on button  "UPGRADE AN EXISTING LINE", it askes 4 details:

MOBILE NUMBER: BILLING ZIP CODE: LAST 4 DIGITS OF SSN: AT&T PASSCODE

And when u click on "SING IN" it gives error as 

The number of subscribers for this account exceeds the allowed quantity. Please select upgrade an existing line to continue.

  • Did you reach out to Samsung support to confirm why you may be receiving this error message? 
  • Are you receiving the same message when trying to upgrade through the AT&T website or app?

  • Have you confirmed that the line you're attempting to upgrade is eligible? Yes, i am eligible. i am in Unlimited plan , additionally i have only 7 active lies in my account, although i can have as many 10+ lines.
  • Did you reach out to Samsung support to confirm why you may be receiving this error message? , Yes i reached out to Samsung and they said this error is coming from AT&T sign in, so its AT&T issue.
  • Are you receiving the same message when trying to upgrade through the AT&T  or app? I dont have any issue upgrading from AT&T although i have not gone till the last step of upgrading. Additionally i have tried upgrading other lines in my accounts(same way as mentioned above) and getting same error for all the numbers.

I tried upgrading the line but still same error(6/22/22)

I have been having the same issue on the Samsung site for the last few years and it has caused me to have to upgrade through other avenues. WHAT IS CAUSING THIS? I can upgrade through Best Buy, Apple and AT&T with no issues. It's really annoying as Samsung has better offers when buying their phones.
