Fraudulent Promise to Pay Set Up
AT&T has set us up on several promises to pay to allow time for them to clean up there work. 3rd billing cycle your account will get upgrade credit they say. That was back in early 2020. Fast forward 7 billing cycles later. Sorry but it will take another 3-5 business days. 210 days later. It’s almost funny to hear the creative stories the AT&T employees tell from the managers on down and don’t forget the famous “back office“ that is the catch all. Yeah wait for them, this is who they all lean on and have not a clue. Got to love creative employees, definitely keeps one entertained blowing smoke.

That's contrary to AT&T policies so I don't know how they expected that to work. Accounts must be in good standing and payments current in order for credits on any promotions to post.

Were you able to verify with them your eligibility requirements? It will indeed take 3months for the installment credits to apply. But there are certain requirements that needs to be met before it can apply.
Scenarios that will affect the credits within the first 3months:
-you had a bad standing.
-you changed your number
-you paid off the device.
-you switched the number to a different device.
-did you change your data plan? Do yoh have an eligible plan?
Etc.
