If your friend is looking to acquire tv service thru ATT the options are DirecTv Stream if have an internet speed from any ISP of at least 25. For customers that have less than 25 the choice is DirecTv satellite.

In either case Uverse receivers would not work for these accounts.

Now if the receivers are from DirecTv, would need to ask DirecTv if the model(s) are compatible with current offerings.

if Uverse receivers, need to be subscribed to Uverse IPTV service, quit offering March 1st, 2020… thus grandfathered account.

The receivers must be assigned and activated for your account ($10 per month per receiver) and connected to Uverse gateway that supports IPTV service.

I'm a retired AT&T engineer and believe me the company doesn't need people with your attitude right now. I think you're saying that to receive Uverse television someone must be subscribed to IPTV but that service is no longer offered as of 3-1-20 but is available to existing subscribers. Right? So if someone (I'm asking for a friend) doesn't have IPTV that right now but is getting Uverse TV they wouldn't be able to buy IPTV and their best option is not to ask AT&T about that. Just let it ride.

In AT&T world, IPTV IS UverseTV so, no, if someone is not already a UverseTV customer they cannot subscribe to UverseTV (aka IPTV). 

Your first post says  "I have 2 receivers at my house." then your second post says "I'm asking for a friend" so your question (issue?) is still not clear.

The more information you can provide the better the responses are to answer your question(s).
