1 minute chunks missing from recordings, yet again!

My most recent problem is every tv show I watch has 1 minute sections missing from recordings (I think it might also be happening on live tv, but I watch live tv rarely so its hard to tell).  It is happening anywhere from 1-10 times per hour, this is ridiculous.  I'm not sure if this time it's a dvr issue or a line issue. 


I had my DVR replaced a few months ago.  1st they sent me an 11 year old one with the original harddrive, then a 10 year old one, finally I got a 6 year old one with original hard drive delivered by a tech and decided to keep it because tech refused to go back to warehouse and try to get a newer one (or a refurb that had actually had a new hard drive installed).  There is no point to keep replacing DVRs if all at&t has left is old used dirty boxes with hard drives years past their warranties. 

I've had ongoing issues with my internet cutting in and out as well for the past 8 months.  After multiple service calls with techs who refused to do anything,  I finally got a tech to rewire the connection to the side of house, and that at least got rid of the CRC errors and lowered FEC errors.  Even though the gateway (which has been replaced with a refurb recently), doesn't report many errors, I still constantly lose connection for short periods.  I still have an ongoing problem where multiple times per day my internet cuts out for a few second-1 minute.  This instability is ridiculous and unacceptable. 


Comcast costs almost double what I'm paying U-verse, but I'm considering changing to them, at least they'll offer me 1000mbps/25 internet speeds vs. max 50/10 and constantly disconnecting. 


What would it actually take to get a technician out to my house who actually has been trained in how u-verse system works?  The last few have been useless, one even threatened me over the phone when I asked him to come back and actually fix the problem.
