Order Cancelled by AT&T

I am active duty military stationed overseas. I am in the process for relocating to Norfolk Va. and attempting to order my phones online so they can be at our hotel when we arrive. Problem is, my billing address is from Ga, while my shipping address is Va so AT&T cancelled my order. I appreciate the looking out for fraudulent purchases, but I need a way to get in contact with a dealer while I am still overseas to clear my purchase so they can process my order.
