you need to drop it off with a participating fedex or ups store,(not all are participating) make sure you have your account number and get a tracking number ,they will pack and ship it at no charge to you below are links to find a participating center, if you are more than 10 miles from a participating center then call and inform them your more than ten miles from a participating location and they will send boxes and labels.
www.fedex.com/attreturns or www.theupsstore.com/locations.
i cant speak on the ETF as i dont know if there are any provisions for the military. perhaps @Juniper could answer that part

DirecTV being a nationwide service can move with you which is why the Early Cancellation Fee (ECF) is normally valid. I know they have accommodation for those that deploy, but unsure regarding a permanent change of station. You would have to call and speak to DirecTV's retention department (say cancel when you get the voice system) to see if that has an ECF waiver or not.
The return process changed some time ago. But what are the models of each box you have? Perhaps they aren't all (if any) returnable.
If you are over 10 miles from a participating shipping location, then they are supposed to use the old process of sending a prepaid return kit. If one was sent there is a high chance it went to the old address, one of the key reasons they changed to the new process to reduce cost of wasted return kits.
