Can I trade my iPhone 5c for an iPhone 5s on AT&T next? Now that the iPhone 6 has come out the iPhone 5s price has dropped to the 5c price before the iPhone 6 came out.

My son and I have requested the upgrade packaging kit 3 times since September and were given assurances and a reset of the upgrade time period, but still haven't received a kit. It certainly seems like an ATT strategy to delay the upgrade amount until we give up. I see others with this issue online.
