I purchased the 1month passport for my trip to Germany but now that I'm here I can only get 3G if I turn on data roaming. I'm pretty sure that's not how it's supposed to be because I don't think roaming data comes out of the passport plan.Any suggestions?

Is it possible for me to obtain a SIM from an AT&T store and add data to it whilst I'm visiting the US? (Is there a plan which allows me to do this?) This would only be temporary (less than 30 days). I have an unlocked phone. This would be a huge advantage to me, since it avoids roaming costs.
