Can't get into email

I have tried to sign in to this from day one and haven’t ever been able too…

We’ve moved into an old house where wires are hanging low in the backyard. We’ve been told only AT&T is the only one allowed to remove it. Since we are not a customer of AT&T no one seems to know how to remove these wires and it’s dangerous. Can we request the removal of the wire for safety?
