Figuring out how to make calls and text while in Tokyo Japan

I represent a company that has SIP interconnect to both VZ and AT+T. We are attempting to contact a customer who subscribes to AT+T wireless, but the call is getting rejected.  I am attempting to determine if it is being rejected at the user/phone equipment or by the AT+T wireless network.&nbs

My spouse will be traveling to Europe. From what I can see, I need to have international on my phone (I'll be in the U.S.) and he will need the International day pass for us to call/text one another? Thanks!
