Will calls and text made over wifi with cellular service off show up on my bill or call/text log?

I am trying so many times to create an administrator profile in AT&T premier.. i get an email to create an account but when I try to create the account from the link, I am re directed to create my account in My AT&T. The link they send me goes to myatt but not to att premier. Whats wrong?
