Sending and Receiving Picture messages

Is there a setting or some kind of bug fix for my MMS to work correctly?

I fixed it thanks, I have an existing issue with receiving my upgrade from
Android 4.4.2 to Android 4.4.4 and was told to factory reset my phone...
once I did that it deleted the APN.

I fixed my problem by reentering the AT&T APN values into my phone under
"more networks"

You must have data access to send and receive photo messages. If you have data access and cannot send or receive photo messages, contact Samsung.

And by data access, it must be cellular data. WiFi data won't work for enabling MMS messages to send/receive.
