The Promotion applies only to Samsung ELIGIBLE devices that were purchased in the United States from SEA or SEA’s authorized distributors prior to the Promotion Expiration Date.
Not sure if AT&T is SEA or SEA's authorized distributor.

Yes AT&T is an authorized Samsung dealer but you should be contacting Samsung directly this is their one year warranty offer.
