Not enough information.
Are you a prepaid customer? Or postpaid? Did you purchase the phone from AT&T or bring it from another network or purchase an unlock phone? Did you check to see if the phone was compatible with AT&T before bringing your own device?
If you are prepaid, did you activate a SIM card, do you have a phone number assigned? Did you select an alphanumeric password and PIN code? Did you pay for service?
Are you porting in a phone number from a different service provider?

I have a prepaid account that has been used on the same unlocked Samsung galaxy s10+. Well, I came across and accessed the PUK code accidently so I went to att&t store and they had no idea what a PUK was so they gave me a new Sim card. I activated it no problem but I can not make or receive calls. It says on phone no Sim inserted, emergency calls only.

The SIM card would have to be activated with your old phone number for you to continue to have service. That should have been done at the AT&T store

Let's meet in a Direct Message, so that we can look into troubleshooting your device. Please check your Direct Message inbox (it's the chat icon next to the bell icon in the upper right corner of the Forums).
In the meantime, what is the make and model of your device? This will tell us if the device will work on the AT&T network. To find the make and model:
1. Go to Settings. You may have to go into the System menu next.
2. Tap About Phone or About Device to view the model name and number.
