Paid off phone - having trouble unlocking

I called in to have an old phone that's paid off unlocked so I could gift it to someone. spoke to a "John" In loyalty, and adter explaining what I was needing to do (unlock old phone that I paid off 6/23/2022) he said check your email, there's a button to click and it will unlock it. I thanked him and hung up. I clicked the button and it gave me a request number. 

Long story short. I've called in several more times. Get told something different every time and I'm not at the end of my patience.  

Facts:

1)I have the receipt for this phone being paid off, including the card, date, confirmation, everything. 

2)the phone is still locked 

3) this is the last effort I'm making, and I believe this is more than a reasonable effort so far.  I'm extremely litigious and will be filing in small claims court Monday morning if this isn't resolved by then.

You unlock it in the unlock portal not by calling.

If that doesn't provide an unlock code in 2 days, you can file an FCC complaint online. A routine FCC complaint is free. You will usually get a response in the form of a phone call from AT&T within two business days. Make sure you answer the phone.

How long do you think you'd have to wait for a small claims? And you do understand small claims doesn't award pain and suffering they only award actual Financial loss, since you still own the phone and can still use it on AT&T you have suffered none.   🙄
