Do you have to make a down payment once you get the phone ? . Or you will just pay once you receive your phone bill.

It depends. If you are purchasing using the NEXT program, there is no money down. If you are purchasing using a subsidized phone purchase, then the subsidized phone fee must be paid at time fo purchase.
That is as long as you are already an AT&T customer. If you are a new customer, depending on your credit rating, you may need to pay a deposit.
