There is no option two switch from 8GB plan to 16GM plan for loyal customers
It is ridiculous that loyal customers are still paying $25/month for the 8GB plan with $300 annual pre-pay, but new customers get double the data with a 16GB plan for the same price. There is no option on the web page for me as an existing customers to switch to the Double Data 16GB plan when I come up for renewal next month. I also called and the person I spoke to said he had no way to switch me. It seems like the only option is to switch to another carrier and then switch back, which is absolutely ludicrous! Your loyal customers should get the same plans you are offering new customers!

Not at all...
The yearly plans are offered to new customers as a promotion to switch to at&t. Its required the offer be purchased online and as a new activation.
So you are correct you cannot switch to it. You would have to Port out, purchase the plan and Port back in.

If I sign up as a new customer to the 16g/mo 1 year plan, what happens when renewal comes up nest year? Can I renew the plan, or does it drop down to 8g/mo?

If you're Renew on time for the full $300 for the second year, yes you could keep the plan
