Is it unlimited text and talk to Puerto Rico on all pre-paid plans ?

Is it free on all the pre-paid plans to talk to friends and family in Puerto Rico ? I see that Canada and Mexico are pay per use on the first two pre-paid plans and is free on the " Unlimited Plan ", Is PR treated like part of USA and unlimited talk on all pre-paid plans ?
