Fomer DataConnect Pass customer still not getting 'AT&T PREPAID $55/50 GB - $20 OFF' deal

I have called AT&T several times already and while customer service says they'll get this fixed, it still isn't fixed three months later. 

As in other similar threads, I am one of those people who had a DataConnect Pass plan for my iPad and was notified Disconnect Pass would be discontinued.  I was offered to activate AT&T Prepaid at the $55 mo/50 GB rate to get a free month of service and $20 off the plan each month. 

On 2/16/2023, I received my new SIM card and signed-up.   It was already a bit suspicious during sign-up because there was NOTHING that associated the new account with my old account. 

On 3/16, I was charged for the monthly fee despite the plan advertising "Second month of service will be free."   I called Customer Service who confirmed I was eligible for this new AT&T Plan and would credit me the $55. 

On 4/17, AT&T used my entire $55 credit for its monthly payment.  In theory, it's only supposed to be $35 (because 1st month is regular $55 rate, 2nd month is free, third month is $20 off at $35). 

On 5/15, I called AT&T concerned that I wasn't seeing details of the plan's condition in my online account (other providers for my other devices clearly state in my account there are discounts if I meet the Auto-Pay condition).  The customer service rep said they were escalating my case and it would take 4-5 days.   Of course, I was charged another $55 on 5/16. 

It is now two weeks later (5/28), and I have not received any communication from AT&T that my account plan has been addressed.   There are no signs in my account either that it will be adjusted for the following month (ex: credit of all these $55 charges when I should have been paying $35). 

This forum is my last call to an AT&T Rep for help.  Please help me resolve this before I take further drastic actions which will include notifying the Better Business Bureau of false advertising and any California Consumer Protection Agencies, as well as terminating my Prepaid business with AT&T.
