Annual plan double data promo for existing customers
I see AT&T is offering double data on its $300 annual plan: 16gb a month instead of the usual 8gb.
Will customers already on the annual plan start getting the extra data too?
If not, can they switch to it at renewal somehow?

As of June 14, 2022 for a limited time, AT&T Prepaid has offered double the data (16GB for only $25 per month).

Even if existing customers don't start suddenly getting double data, it's going to make people think twice about plan renewal if they can't at the very least get it then...

This isn't how the plan reads when electing it. It specifically says:
Then for rollover it reads
The problem I have with this is that 16GB is supposed to be the BASE amount of data. Because the plan supports data rollover for any data not used in the previous month, assuming you stayed on wifi for an entire month, theoretically you should be allowed to rollover 16GB to the next month, netting you 32GB in total. With the way this "bonus" 8GB of data is, the most you will ever see is 16GB. Unless in the next month the "bonus" data doesn't expire and would allow up to 24GB.
Can you please clarify how the rollover works?

Joyne, where is this “double data” coming from? Can existing (or new) customers get 8gb for $300/year? Even that deal is better than existing customers get.

Instead of the 8GB 12 month plan, we are currently offering double data. So if our new customers had plan to purchase the 8GB plan and did not just yet, they will be able to purchase the 16GB 12 month plan as that is what we are offering at the moment. As explained in the thread by our agent Jonye, this is for new activations.
