What the process for unlocking an Apple Watch?

Apple watches, Galaxy watches are never locked at least not by a service provider. They are region locked.

iPads are also unlocked, at least as far as the physical sim is concerned.

If you purchase an iPad from AT&T and activate it on AT&T The eSim is restricted until you request the carrier reveal program. 

Not sure why ATT said that because Apple Watches are not locked.

Apple watches, iPads, or iPad minis are not locked to the AT&T network, and doesn't require a unlock request unless AT&T sim being used in the watch.

Sometimes I wonder where these statements come from.

At the very least it's inaccurate. At the very most it's just wrong.
