Static and Dynamic IP addresses?
How often do dynamic IP addresses for ATT wifi wireless hotspots change? What causes them to change?
I am trying to set up a server off my ATT wifi wireless hotspot... I understand these have a dynamic IP address.. Am I able to pay to change it to a static IP address?

You can't. Cellular does not have a static IP.
Consumer and prepaid cannot select static IP. Phones, tablets and watches cannot select an IP.
* Business accounts can set a fixed IP on cellular hotspots.* (and not cheap)

Can I use some sort of Ethernet switch or hub that would connect with the WiFi dynamic hotspot and the Ethernet switch or hub would create a static IP for another device to connect to?

Again, no. Cellular devices do not have static IP, no matter how you connect to it
