Ipad Mini4 Invalid Access (USIM9991)

I'm trying to add data to my IpadMini 4 account, but get stuck with this absolutely useless message:

Invalid Access.  Please close the page and reopen View Account (USIM9991).

What the $*&#??? am I supposed to do with this, AT&T?  At least a tiny amount of useful debugging information would be helpful.  

I have several bars of service,  I did just add data a month or two ago, I've power cycled, and I'm only one update behind in iOs.

Hi Mellira, thanks for offering some help.

This is through the ipad's Cellular Data -> Manage AT&T Account menu option.  This just leads straight to the Invalid Access message above.  This all happens before I get the chance to enter user credentials, so I'm blocked.  This is the menu / portal I've always used to manage my ipad's AT&T account.

This data plan is ipad-specific (or, at least that's the only place I use it) so I have no other access option.

Update - I just installed the latest ios release - no difference.

I attempted a support chat above, but nobody answered.  :-(
