Three times I set up a trade, never received shipping materials

I recently swapped to att and purchased a pixel 7 Pro and Iphone 14. I originally made the purchase over the phone after having issues doing it online. I was informed by the agent that I would receive shipping materials within 2-3 business days. Fast forward a week, and I contacted customer support about it via chat (which I have a log of). I was informed that the trade was never set up. So I on e again set up a trade and receive a receipt # from the agent, but never a confirmation number. So being suspicious, I follow up the next day vis phone. I am then informed there is no record of a trade. So once again I go through the process, received a receipt number and a false promise that I will receive shipping materials in 2-3 business days. Again no confirmation number. 

What am I to do here? At this point I believe I am just being lied to by people who either refuse to do their job, or are trying to scam me.

Please read directions very carefully and make sure you include the trade-in code. Make sure that your phone is packaged carefully and that you save a picture of the shipping label which should indicate Pitney Bowes or newgistics. And shipping with USPS. 

Make sure you get a receipt when you drop off your phone at the post office. Save your phone's IMEI. Make sure your phone is fully charged and turned off. You should remove any screen protectors or case.  Factory reset and user locks removed.

I have seen that. The issue with that is both phones I purchased have a trade in promotion. Will that still apply?
