Oops! Device Unlock Portal is having network difficulties
For the last two days the unlock portal gives the goofball error message, "Oops! Looks like we're having network difficulties. Try again later."
I have attempted to get into the portal via Brave, Chrome and Internet Explorer all with the same error message.
Any suggestions as to how to get this process started?

Seems to be a widespread delay, possibly from more traffic than normal on the portal, att.com/deviceunlock. That is the only path to unlock a phone, but if it's a multi day issue I'd call customer care via 611 form your AT&T phone and say "unlock" when prompted for reason to call. The representative cannot unlock your device, but can try it online and offer a resolution if they get the same error.
