Adding new iPhone to account

Would like to pre-order new iPhone 14 pro and add as a new device to my account.

This sounds like you want to upgrade your phone line, or a phone line from the 13 mini to an iPhone 14.  Is that what you're asking? 

 I have an iPhone 13 mini I would like to swap the phone number and set up to the new iPhone 14 pro.  

What do you mean by "swap" phone number?  If you have only one line, or if the phone number that is now connected to the iPhone 13 is the one you want on the iPhone 14, this is not a swap this is an upgrade to the line. 

The mini would the. Become a spare phone.

Is the iPhone 13 mini completely paid off?

No?  In order to keep the iPhone Mini as a spare phone you must pay it off.  You would have to pay it off to upgrade your line anyway.

Sure, then all you have to do is upgrade your line. Pre-order for the iPhone 14 has been going on since the 9th of the month. Any order you place today for pre-order you won't get a new phone until November or December. Or you can go to a store Friday morning and purchase an iPhone 14 and upgrade your line and have a phone this week.
