This device is flagged for fraud
Hello, I need help. I bought an ATT carrier locked phone from eBay. I tried to unlock this phone, but I received an email saying 'This device is flagged for fraud'. I asked eBay seller about this issue, and he claims that seller himself used it shortly and that it is a phone with clean IMEI. Is there any way to check if this phone is really associated with fraud?

Get a refund it’s been reported lost or stolen so it will never be unlocked or be used on any carrier it’s whet we call a brick

Agree with the others here - return it and ask for refund. If they don't, then file a complaint with eBay. They may have better luck forcing a refund from the seller (they will do that).
If the seller suddenly disappears on you (which I think is likely), then all you can do is toss the phone in the trash and chalk it up to "lesson learned". Next time, be more vigilant when buying on eBay. Always by from established sellers that have a 98% or better rating (my wife limits it to 99% or better, but I'm a bit more lenient). And read the feedback. Sometimes a seller will get that one or two oddly critical feedback that seems out of line with the majority of the other replies, so eventually you learn to spot the few buyers that will complain about anything, even when a remedy is offered. So, you have to look carefully at the feedback.
And, always buy an unlocked phone. Trying to get it unlocked yourself after-the-fact, especially an A&AT locked phone is just asking for trouble.
