Surface Duo Unlock Request keeps getting denied
I purchased a refurbished Surface Duo from a reputable company online and requested an unlock code from AT&T.
It has been denied twice without explanation, simply saying that there isn't enough information. I phoned support and while they were friendly they explained they could not do anything to help me.
What are my options for disputing this?
Is there a way to get the unlock code elsewhere.

General advice: If you're not going to use it on AT&T don't buy AT&T devices. The chances of you getting this unlocked are pretty slim.
Only AT&T can unlock an AT&T branded device. Since there is an unlocked version, you should have purchased that and I would recommend returning this one and doing so.
Where did you buy the device? (Because if it was all that 'reputable' why not publish where you bought it?)

Thanks for the 'General Advice' - but I've had two previous Duo's unlocked without issue. This is a replacement for one that I broke.
As for the 'reputable' question, it is literally from Amazon Refurbished through a provider called MallStop. It's doubtful that mentioning MallStop would have advanced the issue in any way.
I'll await helpful comments.

Why would AT&T be willing to unlock thousands of Surface Duo devices (including 2 previously for me) and unwilling to unlock this one? It seems implausible.
I've even found other people online that have unlocked the same device this week, so it's unlikely there was a change in policy.
There are instructions on a Microsoft site.
