I cannot receive or send messages that have content. How can this be fixed? I have gone through ALL troubleshooters with no luck. What are the PROPER APN settings for Messaging?

Great job on completing troubleshooting for this issue already. Check out our support article for programing the correct APN settings for these specifics!
We also offer our AT&T Troubleshoot & Resolve tool, just in case anything was missed. After selecting your make and model, there will be an option for Messaging under Service/network issues.
If you have Advanced Messaging on your phone, I would try turning this off as well just to test if this is a possible culprit. Take a look at our Device Support Center for instructions! If your phone offers this feature, you can go to Tutorials > Email & messaging > Messaging Settings to find steps to turning this on or off.
