Can an Alcatel Smartflip 4052R actually be unlocked from the AT&T network?

I am a former long-time client who recently left At&T. I have read that many customers have been going through the ringer trying to get this phone unlocked.

Has anyone on earth ever accomplished this?  If so, I would appreciate a run down, step by step, of what you had to do. You can leave out the unlock requirements part. I have heard too may times that even when an unlock code is given, there is no prompt to enter it. Do I need different codes to unlock device and as well as the sim?

I would appreciate answers from an actual AT&T representative, too.  If it is not possible, just say so.

Have you already submitted a device unlock request and got approved to be unlocked? If not, please submit your request.

 

After that, you may follow the device unlock instructions that will be sent to your email.

I finally got denied my unlock request and was told my unlock request was denied because the manufacturer does not have an unlock code or my device is already unlocked.  My phone is not unlocked.  I contacted Alcatel. They said that At&t oversees the network, the line, the sim card, and PUK codes to unlock the network.  Whether the phone is unlocked is at AT&T's discretion.  

So AT&THelp, what can be done now before an FCC complaint is filed. It seems the ball is in ATT's court.
