Are upgrade billing fees being waived?

I recently upgraded my device during the covid-19 pandemic and other carriers are waiving the $30 upgrade fee. Will ATT also do this? I’ve tried calling and chatting for weeks and can never get through or get transferred around the world. I also have a discount on my account and this fee has been waived in the past just because of the discount for working at the hospital. I had to go ahead and pay my bill because I could not get any response.
