Maybe. You can definitely use iMessage but WiFi calling isn’t supported in some Asian countries.

Wi-Fi calling is not supported in these countries:
China, Saudi Arabia, India, Turkey, Israel, United Arab Emirates, Vietnam, Pakistan, Cuba, Iran, North Korea, Sudan, and Syria.
