Use of ATT cellphone in Europe
I will be going to England in less than a month, and wondered if my cellphone would work, if I had to pay extra fees for usage, including texts, and how not to rack up big bills when getting scam calls etc.

What phone do you have? Most phones will work fine in the UK but not all. You will pay international roaming rates, consider getting an international plan. In fact, if you have prepaid service, your service won’t work unless you get the prepaid International travel add on.

Is it necessary to pay this fee to use my phone to text, read email, or do Word with Friends? Or only to use the phone as a telephone?

You are charged roaming fees when you roam and use cellular service. That means calls, texts and using cellular data. If you are using cellular data when playing Words With Friends, that is roaming so yes you are charged roaming rates. If you are on WiFi when playing Words With Friends, then you aren’t using the cellular network and won’t be charged.
