Totally congested tower every evening slowing download to 2 mps, upload to .5 mps
Only one tower available in my rural area. When everyone is home speeds slow to virtually zero.
ATT hasn’t upgraded in the past 15 years. I pay for service I do not receive.

Then switch to a provider who offers better coverage in your area. To increase signal strength and/or propagation the FCC needs to approve it. AT&T could submit a request but it could take a very long time even if the FCC approves it.
You could try WiFi-C (WiFi Calling). That doesn't require a local tower just a robust WiFi signal to use your internet connection to reach the AT&T Mobility Servers.
